The Three Creeks Special Planning Area was established by the Board of Clark County Commissioners with the adoption of the September 25, 2007 Comprehensive Plan. The commissioners appointed an advisory council to assist with sub-area transportation plans, land use plans and related matters in the unincorporated urban areas around Hazel Dell, Felida, Lake Shore, Salmon Creek and the fairgrounds. This special planning area will give residents a larger and more direct voice in planning for their own future.
In the council’s first year, they adopted a vision and mission (PDF) for the planning area and identified 8 distinctive sub-areas for future study. The Highway 99 Sub-Area was the first area for review.
What’s next?
The Three Creeks Advisory Council is reviewing a number of topics specific to the planning area. The Council meets the second Thursday every other month at the Clark Regional Waste Water District Offices located at 8000 NE 52nd Court, Vancouver at 10 a.m – 12p.m.

Work in progress
The county is looking at a new type of zoning code for each sub-area plan. This zoning code (generally referred to as a “form-based” code), emphasizes the future built environment as opposed to traditional zoning codes that segregate uses. - Highway 99 Sub-Area Plan (Area 1) - Adopted by the commissioners on December 16, 2008. Three Creeks Advisory Council will assist with implementation projects.
- Discovery/Fairgrounds Sub-Area Plan (Area 2) - Project began spring 2009.
- Salmon Creek/University District Sub-Area Plan (Area 3) - Project began spring 2009.
