4. How can I access CDBG funds?
Individuals can only access CDBG funds through the First Time Home buyer program or the rehabilitation program. Governmental agencies and nonprofit, and some for private businesses can access the funds through the annual funding cycle which starts October 1st of each year. 5. What is the HOME Program?
Home Investment Partnership Program (HOME) provides funds that can be used for the acquisition of land or buildings for affordable housing, new construction or rehabilitation of affordable housing.
6. How can I access HOME funds?
Governmental agencies, non-profits and housing developers can access the funds through the annual funding cycle which starts October 1st of each year. Please call the CDBG/HOME program for additional information at (360) 397-2130.
7. Who can apply to receive CDBG or HOME funds?
Eligible applicants include Clark County's small cities and towns, special purpose districts, County Departments, local units of government, non-profit organizations, and for-profit businesses. Eligible individuals do not receive funds directly from the Department, but can get assistance from many of the organizations we fund.
8. When are applications for funding accepted?
Generally, CDBG and HOME applications are made available October 1st each year and are due in December. Notices of funding availability are published in The Columbian newspaper before each funding round. You can also request that your name be added to our mailing list to receive notification by mail.
9. How are CDBG & HOME funds being used in Clark County?
CDBG funds are used to fund public service projects, economic development activities, public facilities improvements, and infrastructure improvements. HOME funds are used to fund new multi-family construction, down payment assistance for new homeowners, and for preservation of existing low-income housing.
10. What assistance do you provide for City of Vancouver residents?
The County CDBG Program does not provide assistance to City of Vancouver residents. The City has its own CDBG entitlement from HUD and distributes those funds through the Vancouver Community Planning. Contact Peggy Sheehan, CDBG Manager, (360) 487-7952.
11. Who administers "Section 8" subsidized housing in Clark County?
The Vancouver Housing Authority, (360) 694-2501, administers all Section 8 housing for both the City of Vancouver and Clark County. Additional affordable housing and/or homeless shelter units can be found through Information and Referral and the Council for the Homeless.
12. Who do I contact with housing discrimination complaints?
If an applicant meets the qualifications required of other applicants to rent, purchase, occupy, or finance a home, he or she cannot be denied the housing because of race, color, national origin, religion, sex, familial status, mental or physical disability, or marital status.
