Clark County Homeless Engagement Collaboration

Report to the community (WMV 98min).  CHEC is a housing-first program for hard-to-serve people living on the streets or in encampments and for people re-entering the community from jail and/or hospitals.

The Clark County Community Action Program is a key provider for emergency needs, basic and essential services, and programs that work to improve self-sufficiency. Program dollars come from Local Deed Recording Fees (2060, 2163, 1359), Community Services Block Grant (CSBG), local dollars, Emergency Shelter and Homeless Prevention (ESHP), Homelessness Prevention and Rapid Re-Housing (HPRP) Recovery dollars through the U.S. Department of Housing and Urban Development (HUD), and Community Services Block Grant Recovery dollars through the U.S. Department of Health and Human Services.

The Community Action Program allocates over two million dollars per year to community nonprofit organizations to provide an array of services to homeless and low-income individuals and families in Clark County.  Examples of funded services include emergency shelter, energy assistance, homelessness prevention through rent/mortgage assistance and case management, access to services, food programs, employment programs, and programs that provide legal assistance for non-criminal matters.

The demand for services far exceeds the available funding. The Energy Assistance Program serves only 15% of the need assistance. 50% of those seeking emergency shelter are turned away and homelessness prevention assistance is only able to serve 20% of the need. The Community Action Program works with community partners to prioritize help to alleviate identified community needs.
