This three-story brick building is one of the most distinctive architectural structures of downtown Vancouver. It exhibits elements of Mission Revival and medieval Italian influence. Externally, the ornate brickwork, iron balconies and tall, arched windows of the second and third floors retain a high degree of integrity. 

Fraternal orders historically were an important element of the social, civic, philanthropic and commercial lives of communities from the 1880s through the 1930s. The Elks organization occupied the second and third floors and leased or rented the ground floor for commercial use. The second floor contained a number of meeting, reading, and pool, billiard and card rooms. The third floor was an auditorium where large gatherings were held.
