Rural Lands Review

What's next

The Rural Lands Task Force will meet on Tuesday, March 23, 2010 at 6 p.m. at the Dollars Corner Fire Station, 21609 NE 72nd Avenue, Battle Ground.  This will be a joint meeting of the Task Force and the Board of Clark County Commissioners.  The purpose of the meeting will be to discuss the Task Force recommendations on rural lands issues.  All task force meetings are open to the public.

BOCC Rural Principles and Values

Project summary

Current rural land zoning in the county was established in 1994 with the adoption of the County's first comprehensive plan under the Growth Management Act (GMA). The County has completed two comprehensive plan updates since then (2004 and 2007), but their focus has been on urban areas and how to accommodate projected growth. After completion of the 2007 update, the BOCC directed a review of rural lands.

The Rural Lands Review is planned to be completed in two phases. The first phase is to develop a rural vision of the county, and to define what the GMA calls "rural character". A task force formed in May 2008 accomplished this task during the June and July meetings, and their recommendation was presented to the public at the Clark County Fair in August of 2008.

The public comments received during the Fair were presented to the BOCC on September 17, 2008.

The goal of the second phase will be to examine County policy and to ensure that the county's comprehensive plan reflects the rural vision. The process will likely include a review of land uses, parcel sizes, and rural centers. It is expected that this phase of the process will take a year or so and be completed sometime in 2010. The BOCC held work sessions on February 18, March 17, and March 24, 2009, at which they developed a set of rural principles and values.
