When the military closes a base, it asks the local community to form a local redevelopment authority (LRA) to prepare a reuse plan for the property. The LRA typically includes any jurisdictions, such as cities and counties, in which the military base is located. Since Camp Bonneville is in Clark County and is not within any city boundaries, Clark County formed the officially recognized Camp Bonneville LRA in November 1995.
