In 1997, Clark County entered into a contractual agreement with the city of Vancouver to manage its parks, trails and open spaces. This agreement consolidated the city and the county's two separate parks departments into the Vancouver-Clark Parks and Recreation Department.

Clark County maintains ownership and oversight over its parks and trails, while Vancouver-Clark Parks and Recreation handles property acquisition, programming, system and site planning and design, and some maintenance and operations activities.
