The stormwater and water quality ordinances are one piece of the overall stormwater management program plan. The regulations were revised as a result of the county's Phase 1 NPDES municipal stormwater permit, issued by the Washington Department of Ecology.
Effective December 2, 2009, the Board of Clark County Commissioners adopted minor revisions to Chapter 40.385, Stormwater and Erosion Control, and the associated Clark County Stormwater Manual.

Agreed Order with Ecology After months of detailed negotiations, Clark County and Washington Department of Ecology staffs have drafted an agreement that brings the county into full compliance with the state’s stormwater regulations and the county’s Phase I Municipal Stormwater Permit. The agreement supports implementation of the county’s updated stormwater ordinances, which were adopted last January and updated again in December 2009. Update Process
The county formed the Stakeholder Advisory Committee and the related Technical Advisory Committee specifically to help revise existing county stormwater ordinances, and help develop new code language to support future low impact development. Staff met with key stakeholder groups and held four community open houses in April to inform residents about changes to the county's stormwater ordinance and receive feedback regarding those changes.
The Clean Water Commission, appointed by the Board of Clark County Commissioners, has provided public oversight throughout the entire stormwater ordinance update.
